Casino operators in Nebraska have begun circulating petitions to bring online gambling to the state, marking a renewed push to expand the regulated betting market after legislative efforts stalled. Backed by casino companies and major sportsbook operators, the campaign seeks to place the issue directly before voters through a ballot initiative later this year.

According to a local media report, the initiative includes two petitions: one proposing a constitutional amendment to permit online sports betting, and a companion statutory measure outlining how the industry would be regulated. The report said that organisers are aiming to collect hundreds of thousands of signatures ahead of a July deadline to ensure the proposals qualify for the November ballot.

The campaign is led by WarHorse Casinos, Nebraska’s largest casino operator, and is supported by national sportsbook providers through the Sports Betting Alliance. Together, the coalition is attempting to expand the state’s gambling framework to include mobile betting, which remains prohibited under current law.
 

Signature campaign targets statewide support

Under Nebraska’s ballot initiative process, organisers must gather signatures from a percentage of voters across the state. The requirements include statewide thresholds as well as geographic distribution across counties, ensuring the proposal receives backing beyond major population centres.

Campaign organisers say they intend to collect far more signatures than required to avoid potential challenges during the verification process. The report said that the organisers’ strategy involves circulating petitions at casinos, public events, and high-traffic locations across Nebraska to reach voters in both urban and rural communities.

Supporters argue that the proposal reflects growing public support for gambling expansion following the approval of retail casinos in 2020. Polling cited by campaign organisers indicates strong approval among voters for the idea of legalising mobile wagering.

If the petitions qualify, Nebraska residents would decide in November whether to authorise online sports betting through licensed casinos.
 

Revenue debate intensifies amid budget pressure

The renewed push for online betting comes as state lawmakers continue discussions about balancing Nebraska’s budget and providing property tax relief to residents. Supporters of the initiative argue that legalising mobile wagering could provide a new source of tax revenue.

Industry advocates estimate that online sports betting could generate millions of dollars in monthly tax income once operational. Previous studies referenced by policymakers suggested Nebraska could be missing tens of millions of dollars in annual tax revenue due to the absence of regulated online betting.

Much of that potential revenue is currently flowing outside the state. For years, many Nebraska residents have travelled across the border into neighbouring Iowa, where online sports betting has been legal since 2019. That dynamic has made Iowa a frequent comparison point for proponents seeking to demonstrate the potential economic impact.

Supporters also point to the rapid growth of mobile wagering accounts in recent years, arguing that many residents are already betting online through offshore platforms that operate without consumer protections or tax oversight.
 

Opposition raises concerns about gambling harm

Despite growing momentum behind the proposal, critics continue to raise concerns about gambling expansion and the potential social costs of mobile betting.

Some lawmakers and advocacy groups have warned that easier access to betting could increase problem gambling. Data frequently cited in public debates suggests a large portion of online gambling revenue is generated by individuals experiencing gambling addiction, fuelling calls for stronger safeguards and funding for treatment programmes.

Supporters of the ballot initiative acknowledge the concerns but argue that a regulated market would allow the state to implement consumer protections that currently do not exist in the unregulated sector. Proposed partnerships with established sportsbook operators are expected to include age verification systems, self-exclusion tools and responsible gaming monitoring.

Advocates also note that a portion of the tax revenue from online betting would likely support existing public programmes, including property tax relief funds that already receive contributions from casino operations.
 

Timeline points to potential 2027 launch

Petition organisers have until early July to collect and submit the required signatures. If the initiative qualifies and voters approve it in November, regulators would begin drafting the detailed rules governing online betting.

Under the proposed framework, the Nebraska Racing and Gaming Commission would oversee licensing, compliance and consumer protection requirements. Final regulations would be developed during a rulemaking process expected to take several months.
