Uzbekistan yet to issue online gambling licenses after 2024 legalization

Despite the sector legalizing in 2024, Uzbekistan has not yet issued licenses for online casinos and sports betting operators. Askarjon Zakirov confirmed this update from the National Agency for Advanced Projects (NAPPA).

The delay is due to the development of measures to prevent unethical practices and protect vulnerable groups.

A crucial element of the new regulatory framework is the Unified State Register of Bets and Players, which is now in its final implementation stage. This system will enable authorities to monitor player activity and betting transactions, serving as the foundation of Uzbekistan’s oversight model.

According to Zakirov, companies have expressed intent to enter the market, but no final applications have been submitted.  Operators are preparing documentation to align with regulatory requirements.

NAPPA will issue licenses for up to five years. Protection measures will include restrictions on certain player groups and mandatory player registration.

The regulations also impose fines on legal entities for violations in the organization of gambling activities. Half of the fines will go to the state budget, while the remaining funds will be allocated to the NAPPA's personal accounts at commercial banks.

While the legal framework is now largely in place, the timing of the first licenses remains uncertain. The success of Uzbekistan’s regulated gambling market will depend on effective implementation, oversight and operator readiness in the months ahead.

In April 2024, Uzbekistan legalized online gambling and sports betting through a presidential decree, citing the ineffectiveness of previous bans. The prior gambling ban led to illegal activities, capital outflows, increased gambling addiction and heightened fraud risks.

Since then, the Government has introduced strict requirements for operators, reserve funds and mandatory player registration protocols.
