Angola’s gambling authority, the Instituto de Supervisão de Jogos (ISJ), has initiated a series of high-level meetings with municipal administrations across the southern provinces of Huíla and Benguela. Led by Abel Carlos Buzi Nduli, head of the ISJ’s Southern Region, the delegation focused on expanding local inter-agency collaboration to tackle unlicensed gambling venues, unauthorized marketing campaigns, and digital platform violations.
Decentralization and Local Enforcement Protocols
The municipal engagement forms part of a broader decentralization strategy designed to extend the regulator's operational reach into regional jurisdictions. By establishing a dedicated provincial service in Huíla—covering the Huíla, Benguela, and Huambo territories the ISJ aims to bring administrative oversight closer to operators and local government authorities.
The delegation conducted administrative sessions in Huíla with municipal administrators Eva Lombe (Palanca), Rita Miranda (Humpata), and Lizender André (Lubango). In Benguela, consultations continued with newly appointed municipal administrators João Tomás António (Navegantes) and Eurico Bongue Manuel (Baía Farta). Discussions centered on establishing unified protocols to detect, report, and shut down illicit gambling activities operating outside the national legal framework.
Penalties and Digital Enforcement Actions
Under Article 116 of Angola’s Gaming Activity Law, operating gambling services without a valid state license or outside authorized physical zones constitutes a criminal offense. Convictions carry custodial sentences of up to two years or criminal fines ranging from Kz320,000 ($351) to Kz50 million ($54,765).
Complementing physical venue inspections, the ISJ has actively expanded its enforcement scope to target digital market infractions. Earlier this year, the regulator ordered the domain block of online platform PalancaBet after determining that the operator was offering gambling services within Angola without statutory licensing, administrative authorization, or corporate registration.
Marketing Approvals and Compliance Guidelines
The meetings also established strict enforcement boundaries regarding unauthorized gambling advertisements. Under existing Angolan marketing frameworks, all advertising relating to land-based casinos, social gaming, and online platforms requires prior administrative clearance from the ISJ across all distribution channels, including television, radio, print, digital, and outdoor media.
Commercial campaigns must adhere to statutory responsible gambling guidelines. Marketing materials distributed without prior regulatory sign-off or deviating from approved templates face mandatory cease-and-desist orders, immediate campaign suspensions, and the physical removal of promotional assets. The regional initiative aligns local administrative bodies directly with the ISJ’s central compliance mandate as Angola continues tightening standards across its land-based and digital sectors.
