Cinemas in China Urged to Adopt State Lottery Sales
China’s state-administered lottery market delivered robust commercial expansion in September 2026, with nationwide ticket sales climbing 27.3% year-over-year to $10.4 billion, according to official operational figures released by the Ministry of Finance. Against a backdrop of stringent central government enforcement against illegal land-based gambling operations, clandestine remote betting networks, and cross-border casino promotion, the state-run lottery ecosystem continues to function as the country's sole sanctioned gambling channel, maintaining high levels of player engagement across all primary administrative jurisdictions.
Commercial momentum throughout the month was anchored by the sports lottery sector, where revenue surged 73.1% year-over-year to hit $5.87 billion. Generating 58.4% of total state lottery revenue in September, the sports vertical benefited from sustained consumer participation following major international tournaments, including ongoing interest tied to FIFA World Cup events. In contrast to sports wagering, other lottery product segments recorded mixed results; instant scratch-card lottery sales contracted 14.9% year-over-year to $1.49 billion, while video lottery terminals accounted for a marginal $7.9 million. Regional participation was positive, with revenue growth recorded across all 31 mainland provinces and autonomous regions. Market performance was led by key economic centers, including Shandong ($238.4 million), Henan ($213.1 million), and Jiangsu ($156.5 million). Cumulative performance for the first nine months of 2026 reached $81.33 billion, representing a 14.6% increase compared to the corresponding period in 2025.
To further capitalize on state lottery participation and offset economic pressures in related commercial sectors, government authorities have issued guidance encouraging the nation’s 90,000 commercial cinemas to diversify their revenue base. Under these operational recommendations, cinema venues are being urged to integrate state lottery ticket sales terminals into theater lobbies and broadcast live sports events, using the high-performing lottery framework to compensate for declining theatrical box office revenues.
