About
Gambling Consulting Authority
An international regulatory and market entry advisory firm for the gaming industry.
GCA was founded in Tbilisi in 2017 to work on both sides of the regulatory relationship: advising governments and regulators on drafting and running a gaming regime, and advising the operators, suppliers and investors who then have to work inside it. The firm works across Georgia, the wider Caucasus, Central Asia and the post-Soviet gaming markets, through direct advisory mandates and a network of local counsel and compliance partners.
What GCA does
On the government side, that means legislative drafting, licensing model design, taxation, AML frameworks and enforcement — set out in full on the Government page. On the commercial side, it covers market entry, licensing, regulatory compliance, AML/KYC, payments and taxation — set out on the Services page. NeuroShield, GCA's own market-intelligence and enforcement platform, sits alongside both: built for the regulators GCA advises, and sold independently of any advisory engagement.
How GCA works
A significant proportion of GCA's engagements with both government authorities and private companies involve confidential information and are governed by non-disclosure agreements (NDAs). Accordingly, GCA presents its completed projects through aggregated quantitative indicators rather than disclosing specific engagements, client identities, or commercially sensitive details.
This principle applies consistently across the entire website: figures are published only when verified, and all statements are supported by information that GCA can substantiate.
Leadership
Who leads the practice
GCA's founder and partners — the people who hold its relationships with regulators and clients. The work itself is carried out by a larger team: analysts, content and media specialists, finance professionals and accountants, developers, lawyers and auditors.
