Ecuador to Deploy Palantir AI Platform for Anti-Money Laundering Oversight in Sports Betting

Ecuador’s Financial and Economic Analysis Unit (UAFE) will begin utilizing Palantir’s data integration software in January 2027 to track financial flows and detect money laundering across regulated sports betting operators. Announced by José Julio Neira, Secretary of Public Administration, the technology deployment is backed by an $8 million annual grant from the United States government. Ecuador will become the first Latin American nation to integrate Palantir’s artificial intelligence tools directly into its national financial intelligence framework, aiming to monitor transaction patterns, cross-verify payment methods, and flag suspicious betting activity without banning legal operators.

The technological rollout coincides with the publication of new regulatory licensing procedures issued by the Ministry of Education, Sport and Culture (MINEDEC) under Agreement MINEDEC-MINEDEC-2026-00078-A. Under the five-year Sports Betting Operators Licence (LOPD), operators must link every wager, top-up, and payout to verifiable user identities, comply with GLI-33 technical standards, and strictly prohibit minor participation. Furthermore, operators must appoint compliance officers and adhere to UAFE Resolution DG-2026-0005, which mandates immediate reporting of unusual financial transactions. Unlicensed domains, apps, and processing channels face blocking through coordinated enforcement with the Central Bank and the Internal Revenue Service (SRI).

The regulatory scope applies to both domestic and international operators under Executive Decree 487, with non-resident platforms required to complete specialized SRI tax registration. Licensing compliance carries an annual fee set at 655 basic unified salaries (SBU) equivalent to $315,710 for 2025 payable within the first 20 days of each year. Crucially, the LOPD framework strictly excludes land-based and online casinos, bingo, and lotteries, which remain prohibited under Article 236 of Ecuador’s Comprehensive Organic Criminal Code. Non-compliance or anti-money laundering violations carry license suspensions of up to 180 days, alongside full revocation upon criminal conviction.
