Liberia Enacts Regulation No. 005 of 2026, Elevating Licensing Standards and Capital Reserves

The National Lottery Authority of Liberia has formally enacted Regulation No. 005 of 2026, establishing an overhauled regulatory architecture designed to systematically address the rapid expansion of digital gaming, prediction markets, and mobile-money infrastructure. Signed into law by Director General Peter L. Solo, the framework replaces the legacy fee schedules under Resolution No. 004, enforcing significantly higher licensing costs, strict unencumbered capital requirements, and real-time transaction oversight across all gaming verticals operating within the jurisdiction.

Under the revised financial provisions, annual licensing fees for online casinos, digital scratch-card operations, and prediction market platforms have been standardized at $80,000, while online sports betting authorizations maintain a baseline fee of $90,000. Physical casino operators face substantial adjustments as well, with annual fees in Montserrado County rising to $110,000 and secondary county operations set at $50,000. Parallel to operational licensing, the NLA has instituted mandatory paid-up capital floors to safeguard fiscal solvency, requiring remote operators and prediction market platforms to maintain $500,000 in liquidity completely separate from customer funds backed by recent audited statements and bank verifications.

Central to the technical modernization of Liberia’s market is the mandated implementation of the Central Lottery Management System. Once declared operational, connection to this centralized tracking and auditing engine will become an inescapable licensing condition, governed by a 180-day transitional integration window for active operators. Furthermore, the regulation establishes separate Good-Cause and Social Contribution levies of up to 1% on Gross Gaming Revenue, paired with rigorous marketing controls that strictly prohibit youth-targeted promotional messaging and require verified technical age gates across all digital acquisition channels.
