Namibia Gambling Board Extends Deadlines for Key Regulatory Technology Tenders

The Gambling Board of Namibia has officially extended the submission deadline for two major regulatory technology tenders from October 29 to November 5, 2026. Issued under Public Notice 003 of 2026 on October 9, the extension follows a high volume of technical clarification requests from prospective international and domestic technology vendors, granting additional time for regulatory responses before procurement closes.

Central Electronic Monitoring and Automated Licensing Infrastructure

The extended procurements form a foundational component of Namibia’s drive to modernize its regulatory oversight and align operational capabilities with statutory requirements established under the Gaming and Entertainment Control Act, 2018 (Act No. 13 of 2018). Under Tender SC/RP/GBN-01/2026, which covers a six-month deployment and maintenance window, the regulator will establish a real-time, remote Central Electronic Monitoring System pursuant to Section 90 of the 2018 Act. The platform will record gambling transactions, analyze machine activity, and detect significant operational events across all licensed gaming machines nationwide, which must be electronically linked to the central database. Concurrently, Tender SC/RP/GBN-02/2026 spans a 60-month contract period covering the design, customization, implementation, support, and maintenance of an automated digital licensing platform. This integrated system will digitize internal administrative workflows, process online license applications, manage regulatory records, and streamline ongoing compliance monitoring for commercial operators.

Industry Consultations and Broad Licensing Roadmaps

The extension of the technology tenders coincides with broader regulatory engagements across the Namibian market. The Gambling Board scheduled a formal industry consultation on October 15, 2026, targeting stakeholders and applicants seeking bookmaker and totalizator licenses. The sessions focus on technical compliance for wagering platforms, background investigations, and licensing standards. Under Public Notice 003 of 2026, both technology tenders will now close on November 5, 2026, at 11:00 AM local time, with all original technical specifications, evaluation criteria, and contract terms remaining unchanged.
