Casino Union Urges Chilean Government to Include Formal Job Creation in Online Betting Framework

The National Federation of Casino and Hotel Trade Unions of Chile (Federación Nacional de Sindicatos de Casinos de Juego y Hoteles FENASICAJH) has called on the Chilean government to broaden the ongoing legislative debate surrounding online betting regulation by incorporating formal employment creation as a core pillar alongside fiscal taxation and oversight.

Writing in an opinion column published by Chilean media outlet BioBioChile, FENASICAJH President Diego Valerio Ávalos warned that protracted legislative delays surrounding Bill No. 14,838-03 have left international online platforms operating outside national regulation, exacerbating job cuts at land-based casinos.

Under the current legislative framework currently undergoing its second legislative stage in the Chilean Senate unregulated digital betting platforms continue to generate substantial market revenues without contributing to local employment obligations or local taxation. According to FENASICAJH, land-based casino operators operating within strictly regulated frameworks have been forced to substantially reduce staffing levels, with job losses heavily impacting regional zones outside Santiago.

The federation directed criticism toward the Chilean government for omitting targeted local hiring amendments (indicaciones) from the bill. Valerio Ávalos emphasized that requiring digital platforms to establish formal operations within Chile could create thousands of registered jobs nationwide while protecting player safety and restoring market parity between land-based and digital sectors.
