Every year, from Uzbekistan withdraws from $300 million to $1 billion in transfers for online gambling, said Nodirzhan Juraev, head of the department for regulating the circulation of cryptoassets of the National Agency for Prospective Projects (NAPP). At a press conference dedicated to the presidential decree “On measures to improve the regulation of the organization and conduct of lotteries and risky games ,” Juraev emphasized that gambling activity in Uzbekistan is carried out mainly on the Internet. The decree specifically excludes the creation of land-based casinos and other offline gambling establishments.
According to estimates by the National Agency for Prospective Projects (NAPP), taxation of online bookmakers and lotteries could bring the budget of Uzbekistan about $6 million a year. Starting next year, these organizations will be allowed to carry out activities subject to sales tax until 2030. Legal entities organizing lotteries, gambling and online betting activities are taxed at a rate of 4% after deducting winnings paid out and returned bets from the total income received from these activities. Income of individuals in the form of winnings received from lotteries and Internet games, as well as from bookmaker bets, is exempt from income tax.
Legalization of sports betting on the market of Uzbekistan
Let us recall that in early May, President of Uzbekistan Shavkat Mirziyoyev signed a decree legalizing bookmaking activities in the country from January 1, 2025. The bill “On measures to improve the regulation of the organization and conduct of lotteries and games based on risk” has already been considered by the government and adopted by the head of state.
According to the stated resolution, from January 1, 2025, the organization of games and bookmaking activities on the Internet is permitted in Uzbekistan on the basis of licenses issued by the National Agency for Prospective Projects, headed by Vyacheslav Pak. Supervision of compliance with all requirements by gambling organizers will be carried out by the Department for Combating Economic Crimes under the Prosecutor General's Office of the country.
In turn, the government of neighboring Kazakhstan approved a law aimed at combating gambling addiction. According to the bill, players must be at least 25 years old. Advertising of bookmakers and casinos on the facades of buildings is also prohibited and a self-exclusion from gambling service is being introduced for up to 10 years through the eGov system . In addition, persons who have debt on loans or alimony are prohibited from placing bets.
