Spain’s Ministry of Consumer Affairs has fined 26 licensed B2C gambling operators including Betfair, 888 and Codere, for a total of €3.5m in a new round of action.
The Directorate General for Gambling Regulation (DGOJ) today (25 November) published a new batch of enforcement amounting to €33.5m, as well as the blocking of six sites, for 32 serious regulatory breaches by online gaming businesses.
Overall, this pushes the total amount of fines in the online gambling space issued by the Pablo Bustinduy-led ministry to €111m through 58 actions during 2025.
Of the 32 penalties issued by the DGOJ, six were classified as very serious and related to foreign online gambling businesses operating without a licence in Spain.
The regulator noted these “very serious” sanctions entail a fine of €5m per operator, as well as the blocking of their websites.
The remaining 26 fines were deemed “serious” and were imposed on licensed gambling operators that breached the law as defined in Spain’s Article 40 of Law 13/2011 regulating gambling.
These fines varied depending on the type of breach, totalling €3.5m for the 26 licensed B2C companies.
These penalties include €250,000 for evoke’s 888 Online, for failing to comply with regulatory technical requirements involving its software and communication systems, as well as for using unapproved or unauthorised technical systems.
Meanwhile, Flutter’s betting exchange brand Betfair was hit with a €100,000 fine for failing to comply with its RG and player protection obligations.
Novomatic-owned Beatya Online was hit with a €300,000 penalty for not complying with technical requirements about software and communication systems.
Entain’s Electraworks Ceuta also faces a €512,000 penalty for three different breaches, including allowing access to gambling for prohibited individuals, and two separate technical failings.
Finally, Codere must also pay a €17,500 fine for its own technical breach of the law.
Meanwhile the six operators blocked and fined €5m for illegally targeting the Spanish market comprise XYZ Entertainment, Moonrail Limited, EOD Code SRL, Samaki, Lone Rock Holdings and Novaforge.
