Philippines, China Step Up Fight Against Illegal POGOs

The Philippines and China have confirmed their commitment to addressing issues related to Philippine offshore gaming operators (POGOs).

According to a press release, the agreement was reached during a meeting between Philippine Executive Secretary Lucas Bersamin and Chinese Ambassador Huang Xilian at Malacañang Palace. Discussions focused on enhancing cooperation and intelligence sharing to combat criminal activities related to POGO.

In an interview with local media, Gilbert Cruz, head of the Presidential Commission on Organized Crime (PAOCC), noted that the two countries have agreed to expand their partnership. The focus will be on dismantling criminal syndicates that exploit the POGO industry. Cruz added that Huang has pledged China's active support, underscoring the importance of joint operations and information sharing to effectively combat these crimes.

Legal and regulatory framework  

The two countries have reviewed the legal and regulatory frameworks governing POGO activities in the Philippines. The goal is to strengthen enforcement mechanisms against illegal activities, including human trafficking, kidnapping, and other crimes. The cooperation also includes repatriation of Chinese nationals found guilty of POGO-related crimes to face punishment in their home country.  

Solving social problems  

The PAOCC chief stressed that POGO-related crimes have led to numerous social problems in the Philippines, such as the rise of kidnappings, prostitution, and human trafficking. These crimes are attributed to organized crime syndicates that exploit the POGO industry. The collaboration aims to disrupt these networks and bring the perpetrators to justice, ensuring the safety of both Filipino and Chinese nationals.  

Combating illegal activities  

Recent operations against illegal POGO hubs have resulted in the arrest and indictment of several Chinese nationals. For example, two Chinese nationals were indicted in connection with a raid on a POGO hub in Porac, Pampanga. They face multiple charges, including human trafficking and false imprisonment. Drugs and torture devices were also found during the raid, highlighting the seriousness of the crimes associated with illegal POGO activities.

Also this week, the Philippine Amusement and Gaming Corporation (PAGCOR) revealed that a former senior official had attempted to obtain gaming licenses for several illegal POGOs that were recently raided. PAGCOR Chairman and CEO Alejandro Tengco noted that the details of the action and the former official’s involvement would be disclosed at a relevant forum.
