According to the Bulgarian Sports Totalizator, the new management managed to restore stable system functioning within just one week after recent personnel changes. Prize payouts, employee salaries, and obligations to partners are now being processed on time.
Bulgaria’s State Lottery Restores Operations
The Bulgarian Sports Totalizator said that its new leadership restored operational stability within seven days after a disruption caused by the removal of a significant part of the management team from day-to-day operations.
According to the state operator, winnings payouts, employee salaries, and obligations to business partners are now being handled in the normal course of business and within required deadlines.
The update was published on April 9 and followed management changes supported by Bulgaria’s Ministry of Youth and Sports. The company also stated that the Sofia City Court confirmed the legality of these changes, rejecting appeals filed by the former leadership.
The operator said that Executive Director Tervel Penkov, together with board members Yavor Ruzhenov, Grigor Manchev, Doncho Donev, and Rada Gyonova, introduced temporary responsibility-sharing mechanisms after a significant number of senior managers were placed on one month of paid leave followed by one month of unpaid leave.
According to the statement, these interim measures helped normalize workflows and restore full functionality of key operations.
The Bulgarian Sports Totalizator emphasized that prize payouts are being made regularly and without delay, while obligations to partners and counterparties are being fulfilled within deadlines.
It also noted that employee salaries and mandatory payments are being processed in full. The company described its operations as continuous, highlighting measures to maintain financial discipline and operational stability.
Court Ruling
A key element of the statement concerns the legal status of recent leadership changes. The Bulgarian Sports Totalizator said that the Sofia City Court upheld the legality of the personnel changes initiated by the Ministry of Youth and Sports and dismissed appeals filed by the former management.
According to the operator, this ruling provides the necessary legal certainty for the enterprise to continue operating under normal conditions. The company also called on directors and employees currently on leave to resume their duties with professionalism and responsibility upon their return.
Eurojackpot Remains a Priority
The new leadership said that one of its top priorities is the completion of the company’s 2025 annual financial report. The operator stated that the report is intended to provide an objective and verifiable assessment of the company’s condition, as well as clarify previously disclosed figures.
At the same time, the Bulgarian Sports Totalizator said it is working on the company’s long-term development in line with Bulgarian legislation and established European and international standards in the lottery sector.
The company also stressed that accession to Eurojackpot remains a key strategic objective and is still in progress.
If completed, this step would expand the lottery’s product portfolio and strengthen Bulgaria’s integration into one of Europe’s most prominent multi-country lottery systems.
For the domestic market, the process is likely to be viewed as an indicator of operational normalization as well as deeper strategic alignment with the European lottery ecosystem.
