Ukraine’s gambling regulator PlayCity has started testing the first phase of the State Online Monitoring System (DSOM), a government platform designed to collect transactional data from licensed gambling operators. The system provides the state with direct access to information on bets, refunds, and winnings, enabling a more comprehensive view of market activity.
Testing has already begun with the first operators connected to the system. According to PlayCity, two companies have completed integration so far, while onboarding of other market participants is ongoing.
PlayCity emphasized that DSOM is a key digital regulatory tool for the sector. The regulator noted that the system already performs core functions for collecting and processing transactional data from operators at this initial stage.
The pilot launch allows the system to be tested under real-world conditions before further expansion. In the longer term, the platform is expected to be scaled across the entire gambling market rather than limited to a small pilot group.
Transaction Reporting and Tax Authority Access
According to PlayCity’s framework, DSOM records each financial operation separately, including all bets, refunds, and winnings payouts, creating a complete operational dataset from licensed operators.
In addition, the system provides Ukraine’s State Tax Service with access to primary transaction data used to calculate Gross Gaming Revenue (GGR) and taxation on winnings. GGR is defined as total stakes minus payouts and refunds, serving as a key metric for both taxation and market assessment.
API Integration and Data Protection
Operators connect to DSOM via an application programming interface (API), enabling automated data exchange between systems. Each operation is recorded in the state system as a separate transaction with a unique identifier.
PlayCity stated that the platform does not monitor user behaviour or the movement of player funds, processing only completed bets. The regulator also noted that the system uses unique identifiers and ACID database principles, ensuring data integrity so that each operation is recorded only once and cannot be duplicated.
In case of technical transmission failures, data is stored and can be resent later. PlayCity said this mechanism helps prevent loss of transaction records during outages or disruptions.
Second Phase Development of the System
In the second half of the year, PlayCity plans to begin development of the next stage of DSOM, which will introduce expanded analytical capabilities for the state. The regulator is expected to announce a tender for this work soon.
Funding for the second phase already has a legal basis under a Cabinet of Ministers resolution cited by PlayCity. The next stage is expected to include tracking game results, controlling slot machine settings, and recording transactions involving alternatives to the hryvnia in gambling operations.
