Brazil's Secretariat of Prizes and Bets (SPA), part of the Ministry of Finance, has opened a public consultation to help shape an upcoming ordinance on the rules for authorizing operators to commercially operate fixed-odds betting. 

The process, published in the Federal Official Gazette, is identified as SPA/MF No. 3/2026 and runs for 45 days, from July 27 to September 9, 2026.

Any individual or company can take part through Brazil’s official government portal. The goal is to gather contributions and information to guide the drafting of the future ordinance, which will define the conditions operators must meet to be authorized to run this betting modality.

Once the consultation period closes, the SPA will review all submissions received and the consultation is grounded in three regulatory instruments: Law No. 13,756 of December 12, 2018; Law No. 14,790 of December 29, 2023; and article 29 of Decree No. 12,002 of April 22, 2024. 

The notice was signed by Daniele Correa Cardoso, Secretary of Prizes and Bets at the Ministry of Finance.

Recently, Brazil saw an "explosion" in the number of people requesting self-exclusion from online licensed betting platforms during the World Cup, according to SPA. Data showed that the average daily number of self-exclusion requests rose 588% in the tournament's first two weeks compared with an equivalent period in May, before the tournament began.

Last month, SPA also moved beyond verifying whether operators submit data to the Betting Management System and began to assess whether the information itself is internally consistent.
