Ukraine is taking a decisive step toward optimizing gambling restrictions for its armed forces through the introduction of a fully automated verification and restriction framework. This initiative marks a strategic transition toward digital enforcement and state-wide system integration amid ongoing national defense operations.
 

Automated Verification via National Networks

The country’s gambling regulator, PlayCity, has formally launched a tender to select technical partners for the development of an automated compliance interface. Operational execution will rely on 'Trembita,' Ukraine’s decentralized data exchange infrastructure that interconnects core government databases.

The software will cross-reference individual user profiles against both the national register of individuals restricted from gambling and the Ministry of Defense's military personnel registry. Following the technical development phase, PlayCity and the Ministry of Defense will execute a joint testing period running through December 24, after which the automated ban will become fully operational.
 

Structural Reform and Compliance Enforcement

This automated restriction mechanism forms part of a broader regulatory restructuring following the dissolution of the previous regulatory body, KRAIL, in 2025. President Volodymyr Zelensky disbanded KRAIL after war-related conscription significantly disrupted its operational capacity.

Since assuming supervisory duties, PlayCity has intensified market oversight, uncovering substantial historical compliance violations from prior years. Beyond the military restriction system, PlayCity has introduced the State Online Monitoring System to track licensed operator activity in real time and has collaborated with digital platforms such as YouTube and Kick to restrict unlicensed gambling advertisements across Ukraine.
