Cambodia records 85% increase in gaming tax revenue in 2024

Cambodia witnessed a sharp rise in its tax revenue from casinos and game-of-chance operators in 2024, reaching $63.1 million. This marks an 85 percent increase compared to the previous year, reflecting the growing contribution of the gambling sector to the country’s economy. The Commercial Gambling Management Commission of Cambodia (CGMC) attributed this growth to improved operations and compliance within the sector. 

Licensing landscape for casinos and games of chance 

The CGMC reported that 195 casinos in Cambodia held operating licences in 2024. However, 15 licences expired during the year, one was revoked, and another was suspended. The country also licensed 21 operators for games of chance, with one licence being cancelled and three others suspended. These figures highlight a dynamic regulatory environment aimed at ensuring oversight of the gambling industry. 

Last year, Cambodian Prime Minister Hun Manet announced a prohibition on the establishment of new casinos in the provinces of Kep and Kampot, except for ongoing operations at Bokor Mountain. The decision aligns with a broader initiative to encourage investment in diverse sectors such as hospitality, tourism, manufacturing, agriculture, trade, and special economic zones (SEZs). The Prime Minister highlighted that the ban is intended to preserve cultural and religious heritage, enhance security, and maintain order in key tourist areas. This policy underscores the government’s commitment to fostering tourism and hospitality investments that align with the nation’s cultural values and societal priorities. 

Casinos targeting foreign tourists 

Cambodia’s casino industry is geared towards attracting foreign visitors, as the law restricts gambling within these establishments to non-Cambodians. Most casinos are strategically located along border areas and in the coastal province of Preah Sihanouk, known for the popular Sihanoukville region. This geographical positioning caters to tourists and cross-border patrons. 

Phnom Penh, the nation’s capital, hosts only one casino, NagaWorld, operated by NagaCorp. The limited presence of casinos in the capital contrasts with their concentration in tourist-friendly areas, showcasing the government’s targeted approach to the industry. 

Growth amidst oversight 

As the country records growth in gaming revenue, the sector has also contributed to a rise in fraudulent activities and human trafficking, with Cambodia becoming a focal point for organised crime in the region. The influx of Chinese investment has sparked economic instability, widened wealth gaps and fuelled land grabbing.  

The considerable increase in tax revenue indicates a robust recovery and expansion of the gambling sector in the Southeast Asian country. As Cambodia strengthens its gaming industry, its focus remains on maximising revenue while maintaining oversight, ensuring the sector contributes positively to the nation’s economic goals.
