Philippines’ PCSO achieves level 2 certification from World Lottery Association

The Philippine Charity Sweepstakes Office (PCSO) has earned Level 2 Certification for Responsible Gaming from the World Lottery Association (WLA). In a press release, the office said this accomplishment places PCSO among a select group of global lottery operators who are acknowledged for their commitment to fostering responsible gaming practices.  

The certification was awarded following an evaluation by an independent assessment panel, which scrutinised PCSO’s responsible gaming initiatives. These include preventing underage participation, reducing gaming-related risks, and educating the public about responsible play.  

“Achieving the WLA Level 2 Certification demonstrates our ongoing commitment to balancing revenue generation for charitable causes with the promotion of responsible gaming,” Melquiades Robles, PCSO General Manager, said.  

Ensuring player protection  

The certification process highlighted PCSO’s development of robust policies, staff training programmes, and strategies to ensure its gaming activities’ safe and sustainable conduct. These measures align with the WLA Responsible Gaming Framework, underscoring PCSO’s focus on safeguarding players and stakeholders.  

“It highlights PCSO’s dedication to safeguarding the interests of players, stakeholders, and the communities we serve,” Robles added.  

PCSO said its commitment to responsible gaming complements its broader corporate social responsibility goals, which emphasise player protection and sustainable gaming practices.  

Expanding support for essential services  

Robles expressed optimism that the certification will enhance PCSO’s ability to generate funds for vital services, including medical assistance, disaster response, and livelihood programmes. “Looking ahead, the PCSO is dedicated to continuously enhancing its responsible gaming framework to achieve higher levels of WLA certification while fostering trust, transparency, and accountability among its stakeholders,” he noted.  

As the first Filipino elected to the Asia Pacific Lottery Association, Robles also stressed that this achievement is only the beginning of PCSO’s journey toward becoming a globally recognised, trustworthy, and responsible lottery operator.

The WLA Level 2 Certification attainment reflects PCSO’s dedication to responsible gaming and its mission of raising funds for health and welfare programmes. By adhering to international standards, PCSO reinforces its role as a responsible and reliable gaming operator committed to the well-being of its players and the Filipino community.  

The PCSO, established in 1934, is the primary government agency tasked with raising and managing funds for health programmes, medical assistance, and national charities. It operates various lotteries and sweepstakes, including popular games like Lotto 6/42, MegaLotto 6/45, and UltraLotto 6/58, to generate revenue for social welfare initiatives.
