Zoltán Guller to Head Hungary’s Gambling Monopoly

The Ministry of National Economy of Hungry has confirmed the forthcoming appointment of Zoltán Guller as the new Chief Executive of Szerencsejáték Zrt.

Guller will succeed Andrea Mager as CEO of Hungary’s sports betting and lottery monopoly.

The appointment follows the reorganisation of senior cabinet and government agency leadership by Prime Minister Viktor Orbán.

Last week, Andrea Mager resigned as CEO of Szerencsejáték Zrt, having been personally appointed by PM Orbán to serve as a member of the National Bank of Hungary (MNB).

PM Orbán’s reshuffle transferred the governance of Szerencsejáték Zrt from the National Concession Office to the Ministry of National Economy, now led by the newly appointed secretary, Márton Nagy.

Yesterday, Nagy confirmed the appointment of Zoltán Guller as the new CEO of Szerencsejáték Zrt, stating: “The Minister of National Economy expects Zoltán Guller to ensure the 21st-century-level fulfilment of the Hungarian population’s gaming experience needs, enhance customer experience, and create social value through cost-effective management and continuous product and service development.”

Despite taking on the leadership of Szerencsejáték Zrt, Guller will retain his position as chairman of the board at the Hungarian Tourism Agency (MTÜ).

Guller has held several influential state positions in recent years. Until late 2024, he also served as CEO of the Digital Hungary Agency, a role he quietly vacated in November.

Szerencsejáték Zrt remains a key asset within Hungary’s state-controlled economic framework, with its governance now closely aligned under Márton Nagy’s Ministry of National Economy.

Guller’s appointment is expected to drive further modernisation efforts within Szerencsejáték Zrt, aligning the organisation’s strategies with the government’s broader economic and digital transformation goals.

In 2025, developments in Hungary are being closely monitored, as the Orbán government has yet to confirm whether it will launch a new tender for the lottery concession of Szerencsejáték Zrt, which was last contested in 2011.
