Africa is the youngest continent, meaning more than half of its population is under the age of 25 and so underage gambling is not a rare occurrence. The Malawi Gaming and Lotteries Authority (MAGLA) unveiled its approach to stop minors from engaging in gambling during a recent workshop on gambling regulations. The Director General of MAGLA, Racheal Mijiga, announced the passage of laws imposing heavy fines on gaming operators disobedient to the new regulations.
“We must protect our youth from the serious social and psychological risks that gambling poses. That is why the new regulations are clear; anyone found entertaining children under the age of 18 to participate in gambling activities will face a fine of K20 million ($11,500),” stated Mijiga.
The director emphasised that even with the rigorous fine, authorities need to do more work regarding underage gambling because they must bear the responsibility of keeping minors away from gambling. It is not only disciplinary in nature but aims to create awareness regarding the potential dangers of gambling for younger audiences.
MAGLA’s effort in controlling underage gambling goes beyond setting up consultation processes; it highlights the need for communication with different players in the gaming sector. The government intends to bring everyone on board for the common purpose of reducing underage gambling in Malawi. This collective action is necessary in order to prevent children from the damaging consequences of gambling.

Lawrence Chikoko, the Director of Operations for MAGLA, echoed the need for industry-wide awareness, stating, “We need awareness that gaming is leisure. We’ve noticed that, especially among the youth, due to unemployment and lack of activities, they spend too much time gambling. Everyone should know there are limits to how much one can gamble.”
This collaboration seeks to formulate an approach that balances the sanctioning of perpetrators with public education on the social issues of gambling, particularly targeted towards the youth.
As of now, MAGLA has noted a significant concern with the level of gambling addiction in the region, which predominately affects certain vulnerable groups, including adolescents and minors. The authorities are hopeful that implementing these regulations will mitigate the negative impacts of gambling and help shift the focus towards more constructive and healthy forms of leisure activities. By doing so, it will ensure that the habit of gambling does not transform into an addiction that harms the social well-being of young people.
